Well, to put it simply, the people who do live in areas directly affected by the power lines will undoubtedly seek to have their assessments for purposes of property and school taxes lowered. And why shouldn't they - if they were to try to sell their house history tells us that the impact on the selling price of such houses can be tremendous.
More than likely the town will be at least somewhat sympathetic to
such homeowners and subsequently lower the assessment of their
house/property. Since the tax roll would not change, the town would
be forced to then increase the taxes/assessments on other homes not
affected since they need to get the money from somewhere.
